Mr. Arun P. Singh joined as Chairman, CGRF on 06.12.2018.
Shri Singh graduated in Electrical Engineering from A.M.U., Aligarh in first division
with Honours and second position in the University in the year 1979.
He has a holistic all-round experience in all the three sectors of electricity business,
viz. Generation, Transmission and Distribution. Apart from technical knowledge and
such comprehensive experience, he has also served as Director (Finance) of UPPTCL
for more than six months. He has also held charge of Director (Commercial) of UPPTCL
and ensured functioning in a healthy regulatory environment and submission of MYT
and business plan before the Hon’ble State Regulatory Commission. He was a member
of the team for U.S. study tour on solar roof top deployment under PACE-D Technical
He has served in various capacities in UP State Electricity Board/UP Power Corporation
Ltd., UP Power Transmission Corporation Ltd. For 38 years and has been MD, MVVNL,
Lucknow, Director (Works & Projects), UP Power Transmission Corporation and Director
(Projects and Commercial), UP Rajya Vidyut Utpadan Nigam. He had been associated
with the setting of customer care centre for PVVNL in Noida and customer care centre,
MVVNL, Lucknow. During his tenure as Director (W&P), UPPTCL stood first (amongst
all States’ STUs) in terms of capacity addition and also U.P. recorded highest ever
capacity addition during this period. He also encouraged adoption of GIS technology,
HTLS conductor, Monopoles and narrow base towers etc. as a measure for enhanced
power flow and space constraints in construction of transmission projects. He introduced
e-tendering for efficient and transparent delivery of services in public domain.
During his postings in Distribution Wing, he was able to achieve higher through
rates and reduction in line losses and AT&C losses in addition to significant improvement
in availability and quality of power supply. He has been abreast with the ever evolving
regulatory framework with active involvement with the regulatory, technical, commercial
and financial issues of electricity Transmission and Distribution business.
